Linda recently wrote <a title=\"Link to the report on the Lowy Institute website\" href=\"http:\/\/www.lowyinstitute.org\/publications\/chinas-unpredictable-maritime-security-actors\" target=\"_blank\">a very good report<\/a> highlighting how many of China&#8217;s actions in the South China Sea could be explained by the bureaucratic imperatives of the organisations involved. Bonnie <a title=\"Link to the article on the Lowy Interpreter site\" href=\"http:\/\/www.lowyinterpreter.org\/post\/2014\/12\/16\/Beijing-determined-advance-sovereignty-claims-South-China-Sea.aspx\" target=\"_blank\">had responded<\/a> by arguing that China&#8217;s actions were centrally directed. I think that they&#8217;re both right &#8211; there are both bureaucratic and national reasons for China&#8217;s actions.
